Does anyone know the detail on the £10,000 tax free allowance

Does anyone know the detail on the proposed £10,000 tax free allowance? Everyone is saying that taking the lowest-paid out of taxation is a good thing but what is happening about NI? Will they raise the LEL too, which means that some may not get their stamp for the year, or will they keep the LEL low and raise the ET to £10,000?

I don't understand it. Will it benefit the employee or the small employers/bussiness? Will this mean creating positions with fewer hours up to the 10k limit and pay them less since that will be net income? And probably will increase the cash in hand jobs and therefore the vulnerability for some employees? No?

As I understand it the NI rise for both employers and ee's will still go ahead, the way the tories were going to get round it was to raise the Threshold at which both em'ers and em'ees pay NI to counteract the rise. Due to the alliance, they are now only going to raise the employer threshold not ee's, a saving to pay for the rise to 10K tax allowance which will start with a rise of 1K next April.
