You need to have indefinite leave to remain in addition to being a Commonwealth citizen.

I think in Canada the equivalent is called landed immigrant status.

In both cases this state is as close as dammit to actual citizenship, and certainly here is a stage in becoming a citizen.

I have no idea about Canada allowing landed immigrants to vote, everyone I know who has had this status has long since been naturalised

Indefinite leave to remain also has its own criteria, you don't get it simply by virtue of being a Commonwealth citizen, so it's not as simple as fly in from Winnipeg, rent a flat, vote LibDem (or whatever)

EU citizens can vote in local elections, but not general elections, am fairly sure.

Agree with ilovemydog - local and EU elections but not General elections. I am in Belgium and eligible to vote in UK election but not the forthcoming Belgian one.

Fwiw I only found out about the Commonwealth thing this year, so I could have votedin the last election.

I am a citizen now, so it's a moot point.

Irish people can vote in the UK (if they are resident). Not sure British people can vote in Ireland anymore though, know they were thinking of not allowing that anymore.

Not sure you need indefinite leave if you are a commonwealth citizen. We have lots of Aussies at work who are here on highly skilled migrant visas and they are all registered to vote.
