They do not. I would not believe everything the media say (incl. websites)

It is a good strategy for the bookies. It means that they are 100% certain that Cameron will win, which means that the bookies have lost and will inevitably have to pay out. So it is better to pay out now, because the punters will then use their winnings to start gambling again on football etc. or even size of majority etc. and then the punters will lose some of these bets and the bookies will claw the money back.
