Is it usual for a Prime Minister to congratulate someone winning a mayoral race? Just in NY or any other large cities?

Why would the UK prime minister congratulate the mayor of New York city? Is this a standard expectation? Is he congratulating any of the other 50 state capital mayors as they get elected?

I’m delighted Mamdani’s won, but I don’t think he should comment. It’s not his job to congratulate every left victory. That would be pointlessly smug and achieve fuck all.
