Michael Gove intervening in housing plans

I was quite shocked to hear from Gove that there are seven councils that haven't had an up to date housing plan in place since 2004!

Is it right that his department is intervening in this? It seems on the face of it to be justified.

I'd be more interested in looking at why we have more homes in increasingly fewer hands....you build millions of homes but if they all end up as investments portfolios whats the point....
