Can anyone explain what she means with the policy she's announced today because this sounds awful?

perhaps not allowing people who appear on programmes unfurling an ISIS flag in Regents Park, who was also reported to both the police and intelligence services, to go about his business and attack London.

On what basis would you stop him going about his business? As far a source I am aware, until the attacks began, he hadn't committed a crime, so what would you propose be done to stop him?
