I've just had a look at the CWDC website.
Can anyone here bust the jargon for me, and tell me what they actually do?
It's not clear - either from their website, or the article itself - whether the training budget of the CWDC is the entire budget for this area: I'd have thought councils would be responsible for the training of the staff they employ, either directly or quality control on the services they contract separately.
