Can anyone clarify, does this mean that in theory he could be Pope one day?

Speaking from the POV of being a bit jealous I am well chuffed that y'all might have yourselves a full-on-proper-Roman Catholic Arch-Bishop of Westminster who is actually the real deal. I think he is excellent and a great spiritual leader and pastor for English and Welsh Catholics. An inspired choice of BXVI. (BTW you don't have to be a Cardinal to be elected Pope.)
