What to do with toddlers at Sunday School?

I've been asked to set up a Sunday School for pre-schoolers at our church. There is already a group for children aged about 4+ yrs but nothing for the little ones.

The mothers will be there with them, and it will take place during the liturgy and sermon (around 20 mins, but will vary from week to week). I'll rope in other mothers so I can set up a rota. We'll have a room to ourselves but it will be a bit make-do.

Does anyone have any suggestions for what I can do with them? I was thinking about action songs and a story. Can anyone recommend any good resources? Someone has suggested colouring, but frankly I reckon that age group is just too young, and we'd spend all our time extracting pencils from their ears

We follow a book called 'Tiddlywinks'. It has a story and an activity suggestion but it is up to you wether you do what they suugest or adapt it slightly. (They have different colours for different themes - doing the purple one on miracles at the mo.)
Our group takes kids from 2y9mth - preschool age, up until they begin year one (rising 6).
They all love coloring and sticking, and if you have the Mum's there too, surely they can control which holes kids stick the pencils into!!

We made finger puppets last year for christmas and a collage before that, with a little section of the story each week in the lead up to christmas. (Wise men one week, sheperds the next.)
Also, if you type colouring pages into google, you can find lots of biblical characters which are useful.
