Neighbour winding up our new puppy - lasting damage?

Our 14 week old terrier puppy, who we have had for 3 wks, is an absolute sweetie and gets on well with other dogs when we go round to people's houses. Also very good natured with people and kids.

Anyway... because he hasn't had his second jab yet we haven't been able to take him for walks - this has led him to develop a slight obsession with the front door and the 'outside' world. I'm usually quite good at stopping him from running outside, but today he got out as our neighbour was walking past.
I was calling puppy to come back inside (and being completely ignored), meanwhile crying dd appears at front door in pyjamas and no shoes so I didn't want her coming outside, meaning I couldn't get to the dog.

Neighbour just laughs at the situation and goes "Oh, I see you're in control!" Then he started winding up the puppy going "Come on then, let's see what you've got!" and baiting him. Puppy by this point was working himself up into a barking fit and neighbour just carried on goading him, going "come on, come on then!"

Eventually I managed to grab hold of puppy and run back inside, but since then he's been barking manically at anyone who comes to the front door and I'm afraid that when we can finally take him outside he's going to be barking at everyone we pass.

Sorry, this is so long! Any suggestions?

Your neighbour sounds charming [hmmm]. If you are worried about your puppy not being under control you could take him to obedience classes. Too bad you can't take your neighbour to obedience class too

You can easily teach your puppy these commands:

Watch (i.e. look at me)
Speak (i.e. bark)
Quiet

and, most importantly:

Bite the neighbour's balls off!
