I understand completely where you are coming from LS. I had this with an Irish pound and also got a lot of stick for speaking out as pound volunteers feared that criticism would mean that they would be refused entry in future. In that case I "won", got the publicity I aimed at and the practice stopped. The pound were taking strays from the neighbouring county as per contract as neighbours had no pound but where putting the dogs, pups as well, in the back out of sight til the vet came to PTS. They refused to advertise them for worried owners or new homes or to release to rescue as they "Don't get paid to look after X county's dogs".
We AR lot fought for and succeeded in getting a pound built in the other county and they DO advertise, seek owners of missing dogs and release to rescue, but I know all too well it could have gone the other way and I took a huge gamble.
