Puppy keeps fighting cat

The puppy is only playing and quite enjoying herself, apart from when the cat gets his claws out and she gets hurt. But she still goes back for more.

The cat doesn't seem overly bothered. He stands his ground and often ignores the puppy and carries on his business, only clawing her when she gets too much. Occassionaly he fights back, in play.

I don't know what to do about this. Part of me thinks I should leave them to it as the puppy needs to learn the cat is boss while she is young and small. Part of me thinks it is cruel

Does the cat have plenty of hide-space where the pup can't get to?

Yes although he seems to use this space to deliberately wind the puppy up, he will jump onto the arm of the sofa and leave his tail hanging over, flicking it about just above the pup's reach.

He is also allowed upstairs, the puppy is not.

Yes leave them to it but don't leave them shut in same room alone just in case.
The only other problem is cat scratches can be quite nasty, our dog suffered a very sore nose that got infected after a spat.

lol sounds like fun!!

they'll sort themselves out I'm sure ... just make sure the dog doesn't get infected if he gets clawed
