Advice please re dog fouling

I have just cleared up a foul mess on the pavement by my front gate, and my toddler stepped in another one earlier today - yuk.
Dog fouling is a constant problem on our road - I googled to see if I could put anything down as a deterrent, and Jeyes fluid, and pepper mixed with chilli powder were two suggestions. They sound plausible, but I don't want to put anything down that will harm the dogs (it's not their fault!)or the local cats - any suggestions?

It is very likely just one or two people who always takes their dog the same route and often at night past your house. Happens outside our gate too.

Horrid. I do not know why people cannot just shift the dog into the gutter before it does it even if they cannot be bothered to carry a plastic bag and scooper. Why let it do it right outsode your house on the pavement - when the gutter is a few feet away.

Sadly I find pensioners with dogs are the worst culprits.
