Persuading our Cat to own the outdoors!

We re-homed a 3 year old neutered male cat about 5-6 weeks ago. All is going fairly well, we've had a few accidents but I think it's because we might not have changed his litter box as often as he wants us to
The previous owners said he was an outdoor cat and we have decent size, fully fenced garden that we'd like hime to enjoy using. But he's a scaredy cat! Even when we bring him out with us, he stands at the door mewing to go back in.
There are other cats in the neighbourhood but I've never seen them in the garden - maybe they do at night? How can we help our cat to be more confident and get his scent around the place to make sure he owns it!!

My rescue cat was like this for the first few months.
He used to follow us across the fields (right outside the front door) when we took the dog out and he would cry if we went out of sight.

When we went out he would sit with his nose against the perspex catflap anxiously waiting for us to return.

It just took time. He got bolder and bolder and now he thinks he owns the neighbourhood.
