My next door neighbour has gone abroad leaving a dog and a litter of puppies. They are getting 2 x 30 minutes visits per day !!

Is it reasonable to report this to RSPCA ?

I would be reporting it, that's absolutely insane. Puppies can go downhill very quickly. They can't be cleaning up everything in that time too either surely?

Yes. Report it. Surely even the RSPCA would find that unacceptable.
I wouldn't leave any dog under those circumstances, never mind a litter of puppies. They should have paid for a dog sitter to stay at their home 24/7.
