Dog barking

My neighbour got a pup. He’s generally very good and doesn’t bark much but every night she walks him about 11:30. He barks outside my bedroom window at the cats next door (I live downstairs so street level) and it wakes me up. It’s only for about 30 seconds. Should I say something?

Not unless you are damn sure you don't do anything that annoys your neighbour for 30 seconds a day.

yes just tell her, who wants to hear barking at 11.30 at night

Definitely tell her. 11.30 is too late for barking.
