the RSPCA? just wondering how that would be animal abuse. There was a thread about an elderly woman keeping a dog in a shed over night I don’t think anything happened.

I would report to the RSPCA or even the Police - Dog Warden Council perhaps?

I would class it as abuse considering it’s a puppy and they have only had it for a week I would say it’s scared

I definitely think it's abuse but they do say if it's kept outside (not sure if this would count) and they have water etc that they can't do anything.

I would 100% report it. How terrible. Why did they even get the pup :(

The RSPCA are worse than useless.

They will be unlikely to do anything at all as the dog has shelter. Then they will call you in 2 weeks and hound you for money.

Surely the puppy will be ruining the car?

Your best bet would be noise complaint to the council tbh, say the puppy is barking all night in the car. They will at least send a warning letter out.
