Hi does having a cat negatively affect finding a rental place/council house?

Private rental yes it can do. I don't know about council properties

I shouldn't imagine so in Social Housing but it will definitely affect your chances with Private Rentals.

Our rescue came to us when their last owner had to move rented accommodation quite quickly and couldn't find any that would accept a pet.
