Dog won’t settle at home

We have a 3 year-old flat coat who is totally calm and settled in the house but only when it’s just one of us in the room. If it’s both me and partner she won’t settle down, constantly asks to go outside and scratches the rug for attention. As soon as one of us leaves the room she settles right down. Has anyone else experienced this? She has two long walks a day.

Sort of. What worked best was only one of us being in there and the other person comes in with treats and asks for and then reinforces (over a period of time) a settle (obviously they need to know this cue first and it needs to be strong). Or what about a chew or kong etc to reset?

Do you give her attention when she starts behaving like that? I wonder if she's somehow made a connection between the two of you being in the room and something fun happening.
