How do you get your cats to go outside

I have 2 cats, got from rescue about 6 weeks ago, 1 is out all the time the other doesn't like going outside which is fine.
The one who is out comes back in to use the litter tray, how do you get them to do there business outside?

isn't it better that they do it in your litter tray rather than other people's gardens

Don't have a litter tray inside at all.
