Adopting cat that isn't microchipped

So I'm adopting a cat who's being rehomed, she's 6 months and hasn't been microchipped - will I have to pay the fine even though it's not my fault?

Surely just book cat in at earliest opportunity for a microchip. It takes moments and is relatively cheap.

Take her to be chipped. I think you have 21 days to do so from ownership before a fine would apply, looking at the info on the local vet page.

Cause cats are meant to be microchipped by 20 weeks and she's over that so I didn't know if they'd hold me responsible for the fine even though I have only just gotten ownership

Has the kitten had all their injections etc? If not you'll need to book those in asap and you can usually get them chopped at the same time

Well chip her asap then? Then there will be no fine? Who is going to know she’s not chipped to fine you? My kitten was too small to be chipped on her last visit but she’s booked for neuter and chip next month.
