Bird cage set up advice

We're getting two budgies and I'm setting the cage up ready for their arrival. The base of the cage has a tray with bars over the top. Do I remove the bars so that the birds can sit in the tray and walk on the flat or do I leave the bare bars as they are and they'll just sort of perch on them?

If I understand what you're asking, you leave the bars in situ (don't see how you could remove them anyway) and put sandpaper in the bottom part of the tray. This bottom part should be removable. You'll need to remove it to replace the sandpaper/clean the bottom of the tray.

They would not be perching on the bars as you'll have to put wooden perches, etc in the cage. They'll perch on those.
