Dogs being left all day while owner at work

Just that really, they constantly bark if anyone is around, left at home on most occasions when owner goes on weekend away ( someone comes in to feed and put them away at night). Gets a five minute walk everyday but other than that, they are left to wander the garden all day.
Would you leave your dogs like this?

No way. That is innately cruel.

No.

However the RSPCA standards for dogs are very low and millions of people leave their dogs all day so they can go out to work.

So what would you do about the situation?

Well no one is going to say yes are they? If they have food and shelter and vet care if they are ill/injured the RSPCA will do nothing.
