Dogs off leads in a park

Hi there
Does anyone know what the laws are now on this, I’ve been on line and it’s a very blurry line, and I’m sick of dogs off leads running loose and today one totally skittled my 3 year old…. Obs I gave the owner a piece of my mind …. The owner Laughed and said I was over reacting … this was in my local park ffs 🤦🏼‍♀️… worried my son will be scared of dogs now.

Depends on the park. If there are signs saying to keep dogs on a lead then they should be. If its a dog you see regularly then report it to the warden. People who have dogs with no recall off lead piss me off terribly and gives every owner a bad name.

I walk my dog off lead in areas he is allowed off and he gets harassed on occasion by unrecallable dogs.
