Rescue dog scent marking in the house? Or needing potty trained

Just rescued a 2yo English Bulldog.
He was one of 16 that was saved from a puppy farm.

He is neutered and FAB in every way.

However he has been peeing indoors
So far:
New small blanket
Towel that we used to wipe his feet
New large blanket
New (expensive) soft bed

Never pee's on the floor etc. Just on things.

I let him out when we arrived home from purchasing a newer, warmer and larger blanket as its been quite cold. He walked about, done nothing and wanted back inside. 20 mins later I let him out again and the same.

I bring out the new blanket and he is making himself snug. In no way did he look as if he was about to potty. He moved to the side and where he was laying is covered in pee?

Help!

If he is lying in pee that suggests he might not know he is peeing - I would absolutely get a vet check asap before I did anything else.

Assuming all was well with a health check, I would go back to basics with toilet training - like he was a new puppy. The fact that all the surfaces you report him having peed on are the same (all soft towels and blankets) makes me wonder if he has just linked those kinds of surfaces to peeing. i.e. he has been "toilet trained" to go on blankets due to poor upbringing and so needs to relearn to go outside.
