Fish tank failed escapes

I've been running a 60l tropical river system for two years. The tank has been great, no deaths, no problems until now...
I needed up with one penguin tetra which then bullied evything else (including two tiger loaches!)
So last weekend rearranged tank, it had a good clean out new plants etc to make it look like a new area and introduced 5 new penguins...
So the bully fish, plus all the new penguins and a rummy nosed tetra have all died, they looked awful red and peeled so god knows what came home with the new fish
Ph, nitrites and temperature are all ok
And now my lovely loaches have jumped out of the tank and died. There is a hood/light on but a gap for the cables and they have wriggled up between the filter and got out... Wtf?!?!? They have scarcely left the bottom of the tank in two years :(

Bloody hell, that all sounds awful Shock (apart from the river system thing, which sounds amazing- got any photos?)

What's the latest water readings? Are the red patches ulcers or have the scales rubbed off? How quickly did it all happen?
