Recall without food treats!?

My 12 month old Shar Pei just won't come back when let off lead, I could be waving a freshly cooked pork chop and she is just not interested!! Have tried squeaky toys - no! Slight interest in a dog whistle, I don't think her hearing is great. I don't let her off lead now, I feel terrible and desperately want her to play, but I just can't risk her not coming back when I usually have a 4 year old in tow!! Any advice, anyone??

Will she sit and stay instead of coming back ? My terrier has times when he won't come straight back but if I shout 'down' he does it and waits for me to get to him ,I think he thinks he is in charge ( he's not) .

No, she has no interest in doing anything other than running after the nearest dog, and usually getting her self bitten in the process!!

In that case you need a long line and to read some of the numerous threads on here about recall training ( sorry)
