please help ...advice on toilet training stubborn yorkie

I think I've tried everything but will welcome ANY advice, She is sooooooo stubborn, won't even go on newspaper in kitchen, she goes everywhere else though!!!
but seriously, please help me. I'm reaching the end of my tether as I also have my 2 yr old little boy running around.

get her a puppy crate, this will act as her bed and leave her in it when you're out etc, dogs won't go near where they sleep so as soon as you let her out of the crate put her in the garden, as soon as she goes in te garden give lots of praise and treat if you're that way inclined. put her in puppy crate to sleep at night, obviously put blankets etc in there, she will soon learn, and if she goes, it'll be in her crate and not all over your house.

during the day put her out every 15 minutes, if she goes let her in, if she doesn't, leave her out until she does, again lots of praise/reward. if you go out during the day again put the dog in the crate.

When you put her out repeatedly say 'have a wee'

Honest we did this with our dog and now he always wees on command. Infact it's so funny, even if he doesn't need a wee he'll squat and have a tiny trickle to please meGrin
Obviously loads and loads of praise when she goes.
