Sex offenders register

Pedophiles, rapist and sexual abusers that lack capacity don't get punished, they don't even go on a sex offenders register. Please sign and share this petition for the government to make a separate sex offenders register for offenders that lack capacity to be questioned by the police or go to trial

I probably need more information tbh. If they lack capacity to be questioned they lack capacity to put their signature to anything?

Who are these people? Are they just offending and walking the streets without any form of intervention?

If they lack capacity to be questioned, shouldn't they be receiving care or support to stop any offending? And if they lack capacity, is it actually a sex offence?

As an example, I've worked with people with either epilepsy or severe autism who could potentially strip off and run naked through a park full of kids. In that moment, there was absolutely no awareness that they were doing anything wrong. The onus is on support staff to stop it happening or deal with the immediate issues.

Similarly, I've had clients with head injuries who would try to cop a feel, because their inhibitions were reduced. So they would need close support to stop them touching people in public.

The issue I can see with such a register is that people without capacity are usually vulnerable-- it wouldn't be good to signpost where they all live.
