Is that right, looks wrong to me as it would make me think it's short for "where the money is gone".

Should it be "Where the money has gone"?

Was on ITV News at 10 last night.

I've always thought that's OK. The ha has been abbreviated. You can abbreviate have as in I've, so why not has too?
I may be wrong though...

it's fine, it's a contraction of 'Where the money has gone'

compare 'Where's the money gone?'
