am i wrong, or are they?

thats what i though. theyare only offering lunch club, for 15hours at nursery i'd want more

You are right, they are wrong. Should be 9am - noon and 12.30pm - 3.30pm

12 am or pm doesn't really work, as Effie has noted - am literally means 'before meridiem) i.e. before 12. You can't have 12 before 12 unless it's 11.48!

I know what you mean. There's no pride taken in our work anymore. If you mention it to them they will probably shrug it off and not give a monkey's about it.
