Anyone for a word puzzle?! I need help! Challenging!!

I have here my Dad's old plastic word game. It's one of those handheld little squares with the flat scrabble type letters you shift around to make a phrase.
I have been trying for ages but can't figure out what it is meant to say!

I'm guessing it was a souvenir from somewhere in the fifties...

Here are the letters:

In red:

R E A T R Y U O

In black:

I L P M N A D

It is in 4x4 format, with one missing square to allow movement.

Pleeease can someone solve it for me before I go insane?!!

I'm working on the idea that the colours are meant to alternate which means it will start with one of the red ones.
