I'm reading this book ... And I don't understand the sentence

The book is Blow Fly by Patricia Cornwell. I usually enjoy her novels, but I can't get this out of my head. The sentence is: "Lucy never finishes what she rarely starts." Chapter 89 line 2 if you want to look it up. What does that actually mean?

Lucy doesn't ever start much but when she does, she doesn't often finish it?
