Can I make my 2yo fly like Pingu?

Dd is two next week. The only thing she wants - and discusses every five minutes - is balloons tied to her belly so she can fly like Pingu and see the birdies.

Any ideas?

but pingu is a penguin and doesn't fly.

I know it's not the same, but could you get her some Pingu balloons? At least the themes there?! I think any attempts to get enough helium balloons to 'lift' her could be amusing....but v dangerous...!
