What to put in the party boxes to keep toddlers entertained at Christening do?

We have dd2's christening coming up and as there will be several 1,3 and 5 year olds there thought I'd make up a box for them all to keep them entertained while they wait for the full buffet to come out/everyone to get settled etc at the party afterwards.

I will have to make them up in advance so can't have food that needs refrigerating, but the food ideas I have don't seem very substantial!! What do you think?

raisins
small juice carton/bottle
biscuit
crisps

If running about is OK, how about a balloon or two. seemed to keep 2 & 3 & 4 yr olds at a recent family do amused for hours and grown ups liked joining in too.
colouring book and crayons would go down like a lead balloon with my lad, NO interest in colouring at all. now nearly 4, never been into it.

finger puppet?
small toy car?
plastic animal?

at same family do a small toy car spent a long time being "driven" round our table between speeches and courses.
