balloons in party bags?

Is it ok to put balloons in party bags (not yet inflated, obviously!) for a 4 year-olds party? I am a bit worried about safety if the children try to blow them up themselves.

I do. Most parents check the bags anyway. Most children ask an adult to blow the balloon up I think - DS does anyway!

Thanks for your reply. Really can't face blowing up 24 balloons myself!!
