Parents who don't respond to invitations

I am organising a party for my son on Saturday, I sent the invitations to school last week when they went back and so far 3 people actually responded to say they were coming. I've managed to ask a few more when picking him up but the rest have not let me know either way, I'm doing the food and have hired a hall with a bouncy castle and trying to do an online food order but do I cater for the no response kids? Do I need to do them a party bag or just assume they aren't coming? I don't get why people don't respond I find it so rude, one lady did say her husband had picked the child up and she'd never see the invitation but the rest had seen it and they all said yes, were they going to tell me at any point? Has anyone had a party where kids just turn up without letting you know? X

This used to drive me nuts. You will get some turn up who haven't rsvp'ed yes. Plus the random extras people bring!
I learnt to cater/partybags for all known attendees, plus those not responded,plus 1-2 extras for last minute change from 'no' to 'yes'.

There was a group set up in lockdown but not sure I'm allowed to use it for that, I might just do it though, I'd hate the kids not to get a party bag because the parents can't respond X
