cheapest halls tend to be church halls/community centres/ scout huts/similar.

Ask around in the playground re DJs - children likely to have been to PTA/Brownie/Scout discos, and likely to have good ideas about child-friendly, reasonably priced DJs.

Our local leisure centre (in SW London) does disco parties for children. dd3 had one of these for her 7th and it was fab; they provided a lovely girl to do dances with the children, flashing lights, the lot. All I had to do was provide the food, for which they provided a separate room. Check if your local leisure centre does the same.
