Help - I need to make a mermaid costume

How do I make a mermaid outfit?
My DD has a white angel/fairy outfit and was wondering if anyone had any ideas how to transform it into a mermaid outfit? My dd is convinced I can do everything (which is very nice if hard to live up to) and is telling everyone I'm going to make her one.
I don't have a sewing machine so would have to do everything by hand by the end of the week.

OK - does she have a green or blue swim suit?

If so add some beads (either to the swimsuit or just round her neck)

Get a large(ish green/blue scarf and tie it sarong style round her waist

Cut out a cardboard tail shape (or 2 leaf shapes) and staple/sew to the bottem of the sarong
