Have you tried staying with her in her room till she falls asleep? Sounds like she's having some fears maybe (or perhaps just wants you nearby).
I stayed with DD for the first couple of night til she was almost asleep then gradually removed myself from the process over the next few nights. The idea being to get them secure in their own beds. Also bought a cd with nightime lullabies and let that play til she fell asleep.
If she wanted to get her up, we just said no it's time to read stories in your bed. You don't have to go to sleep but you have to stay in your room and read books. Had to be really firm and give the idea if she's upset, I will always come to her, that I'm only downstairs but that she must stay in her room.
Also the first day, I would take her to park and wear her out with lots of running round, climbing slides so that she's absolutely knackered by 8.30pm ish. Wouldn't try to put her to bed any earlier than this for first few nights.
