Two-year-old tantrums over getting dressed and leaving the house

My DS just turned 2 has started tantrumming massively this last month. He used to be much more easy going, easy to distract or bribe and I'm really struggling with the times we need to get out of the house.

Getting out of the house is our biggest challenge. He will NOT put on trousers and shoes. If I manage to get these on, we're fine. But if I miss my window of opportunity for any reason, all hell breaks loose.

I tried forcing the trousers on a few times, put him in the pram and just going out but the tantrum turned into an almighty meltdown and we eventually turned back around. I thought he would cry for a few minutes and then calm down but he didn't. It was over an hour total until he calmed down. I was an emotional wreck after that too.

I've also tried bribes and I've tried videos, they worked for a couple of days. He just decides he doesn't want to go out and that's it.

He starts nursery next week, and I start a new job in 3 weeks after that, and I have no idea what I'm going to do if he does this before nursery.

Also, just to note his language skills are excellent and there are no developmental concerns at all. He is just stubborn.
