I'm going to say 40 at least because it's better than I can do.

I'd be surprised if it was any younger than year 5, but think it's at the standard where it's good for any age really

I don't know. I couldn't draw something like that now, and I'm in my fifties! But I also know some kids who could have done that at around 10. So anything between 10 and 60!😉

It's very good but it does look like it's been done by watching one of those, 'How to draw a lion' type of YouTube videos.
