Making smacking illegal would make things much more clearcut. And would encourage others to report any hitting they see or hear.

How would that have helped? People do illegal things regardless of whether they are legal or not.

I'm not intimate with the details of the case but surely the issue is nobody in the family or neighbours, school etc reported/police or SS didn't follow up?

Absolutely. The law should be unequivocally against all violence against children. The only people who can legally be hit in this country are children and boxers. It's disgraceful, and definitely blurs the lines on what constitutes abuse. There's no reason and no excuse for any adult to hit a child, and using euphemisms like "smacking" and "tapping" doesn't make it any less disgusting.

Most illegal activities happen in private.
No one should loose their life in this manner.
