Pramsuit in addition to footmuff?

I will be swapping from pram bassinet to the seat soon and was wondering how to dress baby? I have a footmuff already. Will I need a pram suit too or is the footmuff and a jacket and hat enough? Does the footmuff keep their legs warm enough if they are just wearing one layer (baby grow or leggings) on their legs? Baby will be 6-9 months from Jan-Mar so not getting out of the pram to walk outside until it’s warmer. I have been resistant to buying a pram suit so far as it seems awkward to take off inside shops and cafes. At the moment I use a fleecy star wrap (and blankets) as it’s easier to remove but seems best suited to a baby lying down in the pram rather than sitting up and it’s almost outgrown anyway. I find it hard to judge baby’s temperature when out and about as my hands are usually cold but obviously don’t want her overheating or too cold.

A footmuff goes up to their waist minimum but can go all the way to their armpits.

It's definitely not just for the feet. I've never seen one that is!
