My kids are driving me mad!

I have 2 ds ten years age difference one 15 one 5. They are driving my batty with constant bickering , tell tailing and being nasty to each other.
The issue is my eldest has just finished study leave he goes back to school on Tuesday (thank goodness he lord) and I think he's utterly bored . He wants his wee brother to play with hi. But gets really fed up or very strict with him .
My youngest keeps coming to tell me tails on him even though I've witnessed what has happened or starts crying when he doesn't get his own way.
I'm at my wits end and I feel sorry for my neighbour's having to listen to the racket coming from my garden .
Please help I've tried everything!!

Flat refusal to engage. If one is coming to moan about the other, say "I'm not interested in hearing about this" and leave them to it. They're winding each other up in no small part because it winds you up. So just don't rise to it.

Also, quite unusual for a 15yr old boy to want to play with a 5yr old - send him out with his mates!

We live extremely rurally not many kids where we live . Yes my dh said just ignore them so that's my next tactic. They can be so lovely together in small doses and are not bad kids, but sometimes it's horrendous
