Toddler not sleeping until 9.30pm

My son is almost 2 and his routine looks something like this:

8am: wake
1.30pm: nap
3pm: wake
8.30pm: bed

But... even though he goes to bed at 8.30pm, he often won't fall asleep until 9.15/9.30pm. He just seems really lively and awake and not sleepy at all. DH is doing the bedtime routine tonight and I can still hear DS wide awake and chattering away upstairs!

Where am I going wrong?

We do stay in the room as well but mine goes down at 07:30, baby at 06:30 which means one of us can tidy/ cook until the toddler is asleep.

@redsky21 an overtired child gets clumsy. If your 18 months old wasn't overtired at 4-6pm, that's great. 99% of 18 months old would be.

I'm well aware of that, but you do not know for a fact that OPs child would be overtired. Having worked with young children for many, many years I think you would be surprised how many drop their nap before the age of 2.
