Why did Pampers take out the backs of their nappies?

My first babies was born in 2001/3 I always rated Pampers. Since dd3 was born, the took almost all of the padding out of the back of the nappy. This was about 12 years ago so if the child lies on their back, it leaks!

I have a 2 year old now and the Active fit in particular is practically just a sheet of material at the back. The Baby dry ones are marginally better.

We have used cloth for most of this baby's nappy years but she is so tall for her age that I can no longer buy cut for cloth clothes that fit and we're about to potty train anyway.

Has anyone ever questioned Pampers about this bizarre move?
