what size range? Skinny but 20mth old, would they fit?

The pocket bots sizing looks at measurements rather than weight/age and for medium it says as follows:
waist 42-52
leg 18-23
rise 42
It does say that medium can often fit a skinny toddler up to potty training.

The large happy heinys fits 23-35lb and is very adjustable with velcro
