2 year old getting arms out of seat belt

My 2 year old ds has managed to work out how to get his arms out of the seat belt straps. The first two times it was one arm, today it was both. Pulled over to strap him back in again today and told him off but it's obviously hard for a 2 year old to truly understand the dangers but he knew he was in the wrong. We always take care to strap him in securely and the seat is age appropriate/a good fit. So I'm not sure what more to do? Any ideas?
He usually has a toy to fiddle with so I guess that might help for distraction. But I am worried that his next thing will be to discover the seat belt release button.

You're not doing it up tight enough.
They need to be pretty tight to be safe and effective. Have a look at your instructions again.

Check the height of the shoulder straps.
Raising the height of those stopped my escaping children immediately (until 6 months later when they had grown more!).

@Marcanana It's definitely tight enough, no coats or thick clothing underneath either. We're really thorough.

Be really careful using the third party extra 'anti-escape' straps. Many are not safety tested and can either cause injuries to the chest in the case of an accident, cause damage to the original seat harness or prevent a quick rescue / exit from the car in an emergency. Research carefully.
But certainly try previous suggestions to adjust the straps.

I pulled over the car every single time and told them off until they got bored of doing it. I think I may have told them I’d be arrested by a policeman and taken to jail.
