2yo won’t wear sleeping bag or use duvet

My almost 2 yo refuses to wear a sleeping bag and won’t use the duvet. We put the duvet at night before he goes to bed but he just kicks it off. He wears a vest and cotton pyjamas. We also have one set of merino wool pyjamas which he also wears.

We turn the heating off at night because the pipes are so bloody loud in our house. Also, even with the heating off, the room temp is 21 degrees but he must still get a bit chilly? He woke up in the middle of the night and I think this is why.

Any ideas on what I can do to keep him warm?

Sheets and a quilt? I

I would be chilly at 21 degrees if I was awake, but sleeping is different, you do need a cooler room to sleep and he shouldn't be cold.
